There are a very few cases of HIV which MAY have been obtained by performing oral sex on an infected man (fellatio). There are no known cases of HIV due to receiving oral sex. In persons perfroming oral sex (fellatio) on an infected partner, the risk is, at most, 1 in 10,000 and probably lower. Bleeding gums would make no difference.

For practical purposes, are the risks different if I am the giver or receiver as far as unprotected oral sex?
As a receiver, are my risks non-existant because there is simply not enough viruses in the female's saliva even if she was HIV+? What if she has bleeding gums, would that make a difference?

Welcome to our Forum. It is unlikely that your partner had HIV but, even if she did, there is no reason for concern. Neither your lack of circumcision nor the wart at the base of your penis will meaningfully change your virtually non-existant risk for HIV. there is no reason for concern and no reason for testing.
