This does not sound like herpes.
There are no medical conditions that cause false negative HIV tests, especially with the combination of multiple tests you had. Herpes certainly does not do so.
Accept the science, believe it, and ignore any more "what if" or "is it possible" questions that may come to mind. There is no information that you will think of that will change my opinion or advice, so there is no point in asking. You do not have HIV, period. All this is doing is delaying proper diagnosis and care of the problem actually causing your symtoms.

I forgot to say that I had two bumps on my penile shaft that started 6 days after the exposure and ? skin tear or ulceration 13 days later. These lesions lasted for 8 days. The girl had positive Hsv2 test. Does this mean i contracted herpes or is the bumps and ?ulcer due to possible hiv infection? and will possible contracting both Hsv2 and Hiv delay antibody production for hiv before the 3 month mark and cause false negative test for me.

Your HIV test results prove 100% you did not catch HIV during your sexual contact 13 weeks ago. It is not possible to have false negative results on all those tests, and test results always overrule symptoms. Your symptoms are nonspecific -- in other words, they are consistent with a large number of medical conditions. Your tests prove HIV is not the cause. In addition, your partner's negative tests show you were not exposed to HIV.
"What do I do now?" This is obvious and you shouldn't need to ask. You should see a doctor for evaluation of your symptoms and possible treatment. In the meantime, you can go forward with 100% confidence you don't have HIV.
