Why all websites except Medhelp says Unprotected Oral sex and Rubbing is safe?

hey guys I had unprotected oral sex and genital rubbing(unprotected penis touch opening of vagina, vaginal fluid came to uretha) .And experts in Medhelp says no risk no need for testing but other sites(almost all sites except MedHelp says there is a risk) My question is Can Anyone explain in detailed Why there is not any risk and need for test?

sorry for bad english.I am not arguing just asking.

Our members here cannot speculate on the reasons why some people on other sites post different information.  We have no way of knowing their motivations or their level of education on HIV.  The answers provided here are based on the US Centers for Disease Control and the advice of expert physicians in the field of HIV.

If you are personally concerned, use a condom for all sexual activities.

Also I have asked a doctor who is Prof. He said you should get test. I am reaaly not arguing just asking
