Of the sexual events described, the only one that carried any appreciable risk for either HIV or other STDs was the first, i.e. vaginal sex with broken condom. Oral sex is virtually zero risk for HIV (truly zero, according to some experts) and very low risk for other infections. Hand-genital contact is risk-free, even if lubricated with genital secretions or saliva. To your questions:
1) Your negative HIV tests are completely reliable. Here is a thread that discusses why official sources still specify 3 months for reliable HIV antibody test results despite evidence that 6-8 weeks is sufficient:

2) Antibody-only tests are 90-95% reliable by 4 weeks (30 days). But the July oral sex event was too low risk to need HIV testing at all; after such an exposure, a negative result at 30 days can be considered definitive.
3) No risk; see above.
4) No worries from saliva.
5) Yes, stop worrying.
6) Assuming these are your only potential risks, unprotected sex with your wife is entirely safe at this time.
