i having sex with a sex workers on 10/1/2011 and discover the condom has been broken and the sex activities was less than 5 mins. afterward i ask the sex workers to do a quick HIV test. she hv done 2 quick test on 10/1/2011 at night time. the test result was negative! So am i at HIV risk?

Means her test will not tell you anything about your status.

the HIV negative test on the sex workers is show that 1 mth ago she do not have HIV right? if within the window period she was not infect HIV am i am in safe right?

Yes, her negative test all that means is that 3 months prior to her test she did not contract HIV. But she could have gotten HIV 2 weeks prior to your broken condom. So a 3 month test is required for you.
