condoms and hiv

hi well i have been doing alot of reading here long before i was a member i read a post http://www.medhelp.org/posts/show/568103?personal_page_id=176287&post_id=post_3146039

and in it the guys quotes an article and in it says hiv can pass though a latex condom that stays intact and unbroken, something like 31% are protected by a condom does anyone know anything about this ? this would really blow the whole condom = safe  thing out of the water , for all the people who though they are now safe cause they used one this would mean you arnt infact clean of the disease.  obviously this is scary.

The post was not legit nor was the Dr. knowledgeable in the mfg of latex condoms and that they are listed as medical devices and under go ridged testing.

hi thanks for the comment iam sure you are aware that most people here value your knowledge highly, but that is what is confusing lets say the post is legit and those quotes are what was said how can they say a condom will prevent the desease if studies show that it passes though a condom impermeable for one std would mean all cannont pass , are they all the same size?

Latex condoms, when used consistently and correctly, are highly effective in
preventing transmission of HIV, the virus that causes AIDS. In addition, correct
and consistent use of latex condoms can reduce the risk of other sexually
transmitted diseases (STDs), including discharge and genital ulcer diseases.
While the effect of condoms in preventing human papilloma virus (HPV) infection
is unknown, condom use has been associated with a lower rate of cervical
cancer, an HPV-associated disease. Laboratory studies have demonstrated that latex condoms provide an essentially impermeable barrier to particles the size of STD pathogens.
