Thats a fancy way of saying negative. What it means is that the antibody detector did not respond to your blood which means there were no antibodies to detect. No antibodies=no HIV.

What puzzles me is why you didnt ask that to the person who gave you the results.
I got a message from my doc telling me my results were negative. But when i called her back she read the results as being "non responsive". I'm just confused on what that means exactly.??
Oh ok, well I explained it for you. Here is some more
negative/non-reactive/non-responsive = NO HIV
Positive/reactive/responsive= HIV+
Indeterminate= need to retest again

Its in a lot of testing information papers, pamphlets, documents and stuff like that. Plus thats the terms they use for any blood work that looks for a certain virus or problem not just the hiv tests.
