But what if the outside segment of the condom brushes up against the head of my penis briefly? The outside base had her saliva (and more importantly/dangerously blood) on it. Couldn't the blood have entered my body during that brief contact with the head or is the blood too diluted from saliva and too small in trace?

Just to add, the type of thinking you are going through is typical of HIV anxiety. The situation you are describing is unlikely, but even if it was true - HIV, if she had it (much less than 1% of women in the US have HIV) - would not be able to penetrate the condom. Latex is an efficient barrier at preventing transmission. Additionally, it is very very very very rare to get HIV from oral sex. There are no good documented cases of people getting them from receiving oral sex, and on top of that, it is estimated the risk is 1 in 20 000 (very close to 0).
I would like to commend you on your choice to use a condom, even for oral sex. While it rarely transmits HIV, other STDs are much more easily transmitted this way. Continue your commitment to safe sex! :)
