one quick question if i used someone else razor and he is hiv + is there any risk ?

Move on. Your information is totally incorrect.

HIV is unable to reproduce outside its living host (unlike many bacteria or fungi, which may do so under suitable conditions), except under laboratory conditions; therefore, it does not spread or maintain infectiousness outside its host.

Your advice is inappropriate.

Each case must be assessed on a case by case basis. Razors and other items which can 'share' blood and other bodily fluids have been known to pass on HIV. Survival of HIV outside of the human body is complex and to difficult to determine in such circumstances where exposure to blood may be present. For example, HIV may survive for several hours if in a wet solution. When it dries on the other hand, the virus dies quickly. Hence if in doubt, one should get a blood test to confirm their status.
