There are so many causes behind congenital heart diseases.However ,if mother is having TORCH infection then she might be causing this disorder to the child.But solely she is not responsible for this.

Only if they use harmful drugs/chemicals during pregnancy. In most cases, the cause is unknown because the developing child in the womb simply has problematic genes, causing the faults. It would be a bit like blaming a mother for being given blue eyes.
