Patient Eligibility for Treatment:
The 2007 American Association for the Study of Liver Diseases (AASLD) and 2009 EASL guidelines both recommend that all HBeAg-positive and HBeAg-negative patients with chronic HBV infection should be evaluated for treatment candidacy. Chronic HBV infection is diagnosed based on the presence of HBsAg for ≥ 6 months as well as serum HBV DNA and ALT levels. The AASLD recommendations for treatment of chronic HBV infection also take into account HBeAg status and, in some cases, histologic grade and stage by liver biopsy. Alanine aminotransferase alone is insufficient to determine patient eligibility for treatment because ALT level is affected by the presence of other forms of liver disease, patient sex, body mass index, lipid profile, and uremia and does not directly correlate with extent of liver cell necrosis, necroinflammatory activity, or fibrosis. The criteria differ slightly between the different guidelines but all suggest that the decision to start treatment be made on a case-by-case basis, taking several factors into account.

Very sad to know your father prob, but medicine you have to take to control virus replication. So if he do not want to take allopathy then shift towards ayurvedic medicines in India we have very good 2000 years old some herbs. Additionally you might be aware of "Baba Ramdev" Yoga centre or in earlymorning his programme on ASHTA channel observe that programme and follow him whats he said.Do you have any ayurvedic store of Baba Ramdev(Patanjali) visit that and have some advise atleast you have  herb from this store which have no side effect and cheaper than any other allopathic drugs.Additionally my huble request is that avoid spicey food and oil you can also take wheat grass in morning in empty stomach.
Regards!
