the marks being pin point is the key here. that sounds just like cherry angioma
As Aussielee commented I would definitely get tested for cryo. A fairly large percentage of people with hcv have it. Usually the petechae or purpura occur on the lower extremities.
here is one of the many threads about it:

Since you say they are "pinpoint", and if they are far apart, they sound like the little dots I've had on me. They aren't a problem, and I think they came up about the time I started tx. Wouldn't hurt to ask your doctor about it though just to be safe.

Hi,
I agree with Bill1954 sounds like petechiae or purpura. I have had this on & off for about 18 months due to hcv related cryoglobulinemia. Have it checked by your Dr or specialist.
cherry angioma's. goggle this and compare pics to what you have. good look
I only had spots on treatment, they looked like little blood blisters.
I never had spots like that??
i've been getting them for about 5 years ...sometimes they are darker almost brown, and bigger...most times redish and small..they come and go...i get them right over my liver area...i thought everyone with hep c got them at least a little bit...right now there not bad and my vl is 9.5 mil...these spots are the easiest sx i've had to deal with.......billy
Do you have Hep C? And if so, do you attribute these red dots to the disease? As you describe them, they might be ‘petechiae’:

They are sometimes ascribed to reduced blood platelets as a result of liver disease.
