I asked my doctor that about 6 months back because I rescued a kitten that used to scratch the shhhh out of me and then scratch my son right after. My doc told me that the kitten couldn't pass it as I was on treatment and the virus was undetectable.
If someone has active HCV and the cat scratches and draws blood then was to scratch someone else and transfer the infected blood to the other individuals blood....then technically, yes a cat can transfer HCV. Does it happen a lot?....Ive never heard of it.

Q: Can you get hepatitis C from a cat scratch. If a cat scratches someone with hepatitis C can it be given to someone else living in the house that is scratched by the cat?
A: There has never been a reported case of hepatitis C being passed via a cat scratch. I cannot say it is impossible if there were a significant amount of blood involved and the scratches were deep - but it is my opinion that it would be highly unlikely to be infected with the hepatitis C virus is this way.
