I am totally with you on the itchy and scratchy show. Night and day sweats with fire ants under my skin with no ability to control my body temp. I have tried everything over the counter and prescription to no avail. I find though that when it feels like it is you can't take it anymore it gets better. Also when you feel you have a handle on it it gets worse!
I thought it was the sun/heat in the summer but now in the winter having the heater on dries my skin too.

I want to warn you against the wet towel under the fan thing
I did that for years to be able to sleep in the summer getting in the shower with a big tee shirt then straight to bed with a fan on the deck or wet the sheets over the mattress totally and sleep with fan and it is really not good rhuematism may develop later but it is cooling for sure
try an ice pack at the back of your neck and on the bottom of your feet may cool you off and better for you

Oh baby! I understand, truly. I live in the tropics and went from the sunqueen to the sunloather (which is temporary - it has to be!)
Never found anything that helped other than staying cool.
I so wish I could help. I haven't got a clue except that it might be good to apply cold to your pulse points. Also the back of the neck is good.

And, as to your second question, my hot flashes were all of short duration and very intense. It doesn't sound like that's what you're doing.
31 degrees Celsius = 87.8 Fahrenheit.
Frankly, that's not that hot. I've been in the Arizona desert in temps over 100F and I didn't feel like this.
And it's only 45% humidity.
I may implode any moment, my own personal Chernobyl....
