Blood test and swab test both came back negative but I have symptoms

About a couple weeks ago I noticed some blisters after masterbating and I popped them. They then became an ulcer but after the ulcer I went to the doctor and she first thought it was Syphilis all the test came back negative but then I got a couple of small blisters she said look like herpes blisters.. is it anyway that this maybe just be an infected lesion. Back in August I had a lesion in the same spot and tested negative. They gave me a shot and mupirocin to put on sore along with pills to take and it Went away just fine.. this time I did not get a shot but I did get mupirocin and a different set of pills but lesion is still there after almost two weeks.. any way that this is not herpes . At since I tested negative months ago for all std and tested negative again last week. Swab and blood test
