Can I receive genital herpes from giving oral sex but not receiving?

In October I gave oral sex, could I get genital herpes from it? I didn't have intercourse with him but am just getting rash like symptoms around the outside of my vagina and its mid January.  It is itchy and sometimes inflames and pus will come out and occasionally blood.  I am nervous that it is and am not sure what to do.  The rash isn't like little pimple size things but rather penny-quarter sized.  Please let me know!
