My partner has blisters that never go away for a month. help!

Hi, my boyfriend and I had unprotected sex last march 2017. After a month(April), he noticed some fluid filled blisters on his penis and as the time goes by, the number of blisters is increasing. He tried to treat it using crushed garlic, it dried, fall off, and left a deep scar but the number of blisters are still increasing. Please help us. Is it std or something? What are the meds he can take?   We've been together for 5 years and he's my only sexual partner. Please tell us what it is. Thank you so much in advance.
