HSV I / II combination

A little background: My friend just got out of a long term relationship 10+ years and was only with her boyfriend at that time. She recently started a new relations with a new guy she is dating. Now in her whole time with her previous boyfriend every year she went for her annual pap or tests. She tested negative or (not detected) with a couple of acceptions to a common yeast infection.
Now this new guy she is with, she does not know exactly how many partners he has had, but he said he used protection with most of them with the acception with a couple long term girlfriends.
She recently was tested the first time after her break up with her previous boyfriend and tested negative for EVERYTHING and ANYTHING. Now after this new guy...she got a call from the clinic to go in and she has  type specific blood test for HSV 1 and 2.
HSV 1 showed <.91 and HSV 2 showed 1.03.
Now my question is does she have it or not?
should she retest?
could it be from the anxiety of a recent break up?
could her partner still be caring something?
could it be an early sign of a possible sti or std?
how possible is it that it can be a false positive?
she has had no signs or symptoms?
but it is possible to have viral shedding right?
I am really big on researching every sti std diseases in general. So i believe i am asking the right questions.
I would love to be more informed. That way i can calm my friend and better understand so that i can explain to her.

she is negative for hsv2.

the combination test is worthless.

if your friend hasn't asked her partner to get full std testing she should so that she knows if she has to worry about std's in this relationship or not.

HSV combination is at <1.03
