Herpes or something else?

A few weeks ago I had a red patch appear on the edge of the head of my penis (where the head meets the shaft), on the right side as it tapers around to the underside.
There was no itching or anything until I'd spotted it which makes me think that part was psychosomatic. No bumps or anything so I initially discounted it as me being a bit too rough or not being hygienic enough (I'm uncircumcised).
Fast forward a month and it's back. Same spot. Same thing.
I looked over and didn't see any bumps in the area. I took a REALLY close look with a flash light and found some tiny tiny bumps a bit of a distance away from the site that is red, but I had to be really up close with a flashlight dead on them to notice those.
So at this point I have a level of concern but not sure what to read from this as I haven't had any scabbing or proper blisters that I'm aware of, but the fact that the red patch returned and I can find tiny bumps elsewhere if I look hard enough is playing havoc with my anxiety.

Surely doesn't sound like hsv. Please get it looked at for a proper diagnosis as whatever it is (im confident it isn't herpes) has come back
