preoutbreak signs

I have a similar story to most, I had a one time fling with a woman who afterward informed me she had herpes. Up until this time I have been STD free by blood work. As of 18 days later I do not have any signs of outbreak, and she had no lesions at the time. However I had oral sex with her and in my hypersnesitivity to an outbreak I looked closely at my lips and noted cluster of small (1mm or less) whitish spots on my upper lip primarlily near the lateral commissure. I currently do not have any tingling or pain and not lesion seem to be developing, but my concern is that I am still "incubating" and an outbreak is coming soon. I would love to hear another explanation for said spots so I can stop worriyng. I am told by the partner that she has never infected anyone that she knows of, but I am still concerned. Are these white spots a pre-herpes out break sign. I did not note then until 10 days ago, but i never looked before either. I have had some periodontal disease with small peridonatal abcesses and perhaps they are simply bacterial lesions.

As hard as you are looking to see these and as small as they are - they aren't very likely to be herpes. Sounds more like something completely normal like an oil gland or something.
