Herpes eczema

What are the chances of being infected with herpes when fingering someone who has no breakouts for two years with the hand that has eczema?

It's not likely. Since you do have eczema (assuming you are the fingering partner here), perhaps you should use finger condoms, or gloves, when you finger your partner if your eczema is particularly bad, or if your partner has an outbreak.

Again - it's not likely, but if you get broken skin, it increases the chances, and I'd avoid fingering her if she has an outbreak and you have a flare.
