Yeah, I looked into the fordyce spots thing, but they don't really seem like it, though I do have those near the bottom of the shaft. This little area is located near the head and on one side only. Which is why I suspect herpes. I read that they only seem to show up on one side, but at the same time, these things don't go away and they've never crusted over or anything. It's definitely not warts though, they just look like small round bumps. They can have a shiny appearance sometimes, but most of the time it's not incredibly noticeable. I just notice them easily because it's on my penis, as funny as that sounds.

HPV or genital warts is a possibility, but usually they do grow or disappear in a couple of years. Grace is probably right though as warts usually have a distinguished appearance.
Anything that is there for years isn't due to herpes.
Molluscum usually goes away on its own too though indeed it can linger.
This really sounds like something completely normal - either hair follicles or fordyce spots or something.
