Herpes other STD, None of the above?

Male 40, encounter of unprotected oral, no kissing etc. 11 days ago with female sw.

Very painful urination for 5 days (started 7th day after above) , worse in morning, slight watery discharge for 2 days.  No visible sores but definitely redness in urethra. Had sore throat for 3 days starting 2 days before painful urination and some other congestion.

Went to GP 3 days ago, urinalysis clear for bacteria, negative, full std panel negative. Prescribed cipro. for uti.

After being on cipro 3 days, no significant improvement, if any. Any idea, could this be a atypical hsv1 primary? Any other suggestions as to what might be going on with me?

Atypical hsv outbreaks are extremely rare. Nothing you describe sounds like hsv1.

Any suggestion as to where to take this from here, I mean it hurts like razor blades when I pee?  A urologist?
Yes, i would see a urologist.
I would get a urethral swab as well. Hsv very rarely has lesions inside the urethra and none on the outside as well
It's been now 13 days since encounter.  I seem to have a couple of white topped but flat lesions inside my urethra and have been experiencing aching in my groin the last 2 days.  Painful urination ongoing. Does this change your thoughts at all?
You could be one of those rare cases that you have lesions inside the urethra but none outside as well. I would get swabbed and pcr tested.
