herpes lesions won't show up just after sex. if you had genital herpes, odds are that you would've continued to have symptoms over the last 15 years which according to your post hasn't been an issue?
odds are you either have very sensitive skin or perhaps even a reaction to latex condoms/spermicide since they only occur after sex and you usually get 3 at a time.

Blisters in the penis can certainly be herpes, but it can also be a number of things.
Ask for a type specific blood test for herpes - they will test you for herpes type I and type II. This way you can see if you infected with any of those. Ask for the IgG test, not the IgM (it´'s no reliable).
Since you only suffer from such "blisters" after sex, you probably won't be able to show them to a doctor. But if they do reccur, you can also be seen by a doctor to have them swabbed.
