You can have herpes sores anywhere, including on your scrotum, which is fed by many scrotal nerves. Herpes can present in a number of ways, including red bumps on the tip of your penis.
And yes, HSV-1 can be either oral or genital (or both). Genital herpes can present as outbreaks in various places in the "boxer-short" region, between waist and mid-thigh (or lower in rare cases). Oral herpes can present anywhere on the face, and in rare cases the shoulders, arms and hands.
Unfortunately, a blood test will not determine where you have the virus. The very next time you have fresh bumps, see if you can get them swabbed for a PCR DNA test, which is quite sensitive.
continued... but you can have the bumps swabbed to see what they are.
Hi, no way to know where you have it but most likely oral as your genital issues dont seem herpes related. The scrotum is not a place for herpes to develop as the skin is too thick and not many nerves there. Also red penis tip bumps would be more of a fungal infection.
