Not Clear What is Going On

32 yr old male- I was in a wooded area the other day.   the next morning I found what I thought was a tick in my pubic hair.  It was located down near the base of the penis, but not on the penis.  I have had tick bites before and it did not worry me. I removed it as it should be.  I noticed what appeared to be an infected hair folicle over to one side closer to the thigh more than 6 inches away.  I was not concerned.  That night, I noticed a red bump on my scrotum.  It does not appear to be a blister, but maybe it is early.  The bump is raised, cicle shaped, red and smaller that a pencil eraser. I noticed no other ticks.  I looked at the area where the tick was and it looked like there were bumps there, but then I may have been over thinking things.  I have been sexually actice, using condoms, but then I thought this is an unproected area.  I had a neg HSV2 test a month ago.  HSV1 positive, but I have had cold sores as a kid so it was not a concern.  

Does sound like herpes?

If the bump got smaller over night, not larger, and didn't blister, it doesn't sound like genital herpes, though only a professional evaluation will give you a clear answer.  Do you live in a part of country where Lyme disease is an issue?

Just to clarify- the bump did not appear to change over night, it may have gotten slightly smaller.  And last sexual activity was less than two weeks ago protected
