Small Red Spots

I recently became envolved with a woman, we had unprotected sex, just over 3 weeks later I noticed 4 or 5 very small (smaller than a freakle) red spots on the side of my penis shaft.  There were not raised, did not itch or burn, other than being able to see them I wouldnt know they were there.  Then 3 days later the skin over and around those spots started to peel, dry skin, just like after a sunburn.  I put a moisturing lotion on and everything looks normal, infact you really have to look hard to see where the red spots were. After I take a shower the dry peeling skins shows again.   Im worried this is the initial symptoms of HSV2.  I

Perfect, that's great!  Be sure they include herpes testing, IgG only, in the STD screen.  Many providers and clinics do not, yet HSV 2 is the most prevalent STD in the US today.  Just ask - "what do you include in your STD screen?"

This sounds nothing like first episode herpes infection, no.  Something smaller than a freckle?  No.  Of course, I can't be certain you don't have herpes, but your description doesn't suggest herpes at all to me.  Also, herpes symptoms, if you're going to have symptoms with first episode infection, happen within 2-10 days, most often.
But let me ask you this - were you both tested for sexually transmitted infections prior to beginning to have unprotected sex?  If not, you should have, I believe, so you both know where things stand with regards to STI.  Then there are no surprises.  Nothing will show up later that you weren't expecting.  If you've not done it yet, please do.
