I'm not sure if your doctor tested you for HSV 1 or not - you would have to ask. I wouldn't actually think that these are consistent with HSV 1 because HSV 1 recurs infrequently in the genital area. Also, sores in the mouth are most often canker sores, not herpes. Oral herpes is usually a cold sore in the chin, lip or in the nose, though oral herpes can be given off from inside the mouth and with first episode infection, will sometimes show up in the mouth, but the recurrent ones in the mouth are most often canker sores, not caused by herpes.
Your symptoms could be many things actually, including a bad fungal infection, staph, and/or something called molluscum. You could look up pictures on the internet and see if this rings a bell for you in terms of how yours look. In my experience, molluscum often shows up first in the pubic hair, then may also show up in other place. There's a nice picture at the CDC website of molluscum. I tried to post it here but something weird happened, so you can look for it. A dermatologist might be a really good follow up for you, just to get clearer on what these things might be.
