People do have outbreaks of herpes in the pubic hair, if that is what you are asking. Again, I don't believe that this particular situation puts you at risk of acquiring HSV 2 infection through this sexual contact.

Is it common to have an outbreak in a hair bairing area? I have read that its rare to have a out break anywhere that has hair as the virus doesn't like that (including the base where hair grows) and is most common around the head and foreskin area?

Well I've had some aching in a butt cheek here and there for a couple weeks off and on. Mostley seams like when I'm sitting. But I just got put on citalopram about 3 weeks ago and a common side affect is aching legs. So I kinda write that off... the red spots went away after I put lotion on them and were only present for a day or two. If you say I can write it off thats what I will do.
Those symptoms that you describe can be associated with herpes, but often they are not. Herpes symptoms are not constant, they are intermittent.

Your risk in this situation was HSV 1, not HSV 2, which you already state you have. The chances that you would acquire HSV 2 from someone's mouth at a one time exposure is just incredibly small. Yes, I would take the results at 11 weeks and believe them, given your specific concern about acquiring genital herpes from receiving oral sex, knowing you already have HSV 1 infection.

And also if I was having an out break. Would any pains in the legs butt, burning itching or tingling in the genitals. That would all be a constant thing? Just trying to better educate myself so I'm not freaking out over nothing.
