odds are that hubby has never been tested for herpes. it's not a part of routine std testing in the military. He should seek out a type specific herpes igg blood test himself at this point to see what his status is. since you've tested negative in the past ( just confirm that indeed you were tested for herpes those times ), if you've had no other new partners, odds are he has hsv2 himself.

Unless there has been a lab mix up or contamination, you have HSV2. The retest should sort this out.

The odds are not in favor of a false positive. There is no reason not to be trying for another child, in all likelihood you may have had the virus during your first pregnancy. Work with your doctor to manage the pregnancy appropriately.
