herpatic Urethritis or NGU due to injury?

A few months ago I had unprotected sex with my (then) boyfriend (only once), it was slightly rough.  Less than 24 hour later he complained that his urethra was itchy.  There was no discharge, no painful urination, no lesions, just very slight redness of the meatus.  We both went to the doctor and got tested for chlymidia and GC. However when he did the urine test he said what looked like a string like thing was in the urnie cup. Our tests were both negative.  A week later he said it was still itchy, and that it didn't feel quite right (he had good days and bad where it felt better and then not).  There were no lesions, blisters, no painful urination and no discharge, but there was a double stream. He went back to the doctor and got a urine culture again, it was negative...again.   It persisted for a month slowly getting better but not 100%, (may be longer, we are no longer together). I was just curious if this could be herpatic urethritis?

this doesn't sound at all like it's herpes related.  

if you had unprotected sex with a partner and never properly covered the rest of your std testing bases, be sure to do so. you should test for syphilis, herpes, hiv and hepatitis.

I should also mention that it hurt him to ejaculate but again not to urinate
