I formed a red bump on my hip that was first thought to be a bite of some sort. Then after rubbing it/scratching, i started to form red bumps on inner thing and genital area. This was then thought to be filacolitus. Afterwards the bumps havent gone away and have been present for atleast 4-5 weeks. Im not sure where to go from here. Any chance it could be herpes? I have only had intercourse with one female and she the same with me. Years ago I recieved oral from a couple others. Is this possible or paranoia?

Yes, the two are often confused with a visual diagnosis, and that's why cultures and proper testing is so important.

Its far more likely to be a bite or something along those lines, than herpes.

You should get it checked by your doc, as it might be a staph infection that needs antibiotics.
