Have you kissed anyone in the period between the first and second tests? This test result would seem to indicate a new-ish infection.
12 weeks is the number but 10 is a great indicator.

HI, any number below 3 would need retesting as fall into the false positive range. Since your penis was covered with the anal, the tip irritation would not be related to the act. Do be aware that him rubbing his penis against yours does put you at risk for contracting herpes.
