wart or cyst?

Sorry for the long question because its rather complicated but here goes.

Maybe 8-10 months ago I had a singular lesion on the glans of my penis right next to the frenulum I picked at it and it had a hard white central core, it went away then 3 weeks later it came back so I left it then 2 more smaller ones came up on the frenulum so I left them aswell a few months down the line I went to the std clinic and asked them what they thought it was they didn't even look for a second and said warts. So they froze them the one not on the frenulum wiped off after 24 hours but then again came back 3 weeks later like last time. So i went back again and had the froze again but the ones on the frenulum just changed in appearance completely where as the other one just shrunk and grew back to size again. But one of the two on the frenulum was a dull yellow colour under light which i have read cysts can be the on it just disappeared but the others haven't now a couple of more months down the line and i still have just the 2 they seem to have tiny little red dots on them which i have to strain my eyes to see and the one next to the frenulum has a tiny black dot close to the centre does anyone have any advice of what this is?
Any feedback would be greatly appreciated
