Can anyone identify this skin condition, HPV?

For a year now I have been struggling with small skin growths at the base of my penis (beyond the condom territory).  At first I had a couple growths that looked like, or were, skin tags. I would get rid of them and they stopped happening about a year ago. Then I started to see dark spots that would get bigger.  I would not let them get far (barely noticeable - see first pic) without scabbing them off using a mixture of ACV, crushed aspirin, and an oil like vitamin e or an essential oil like tea tree or ravintsara (this works great). I did see my general doctor but he did not seem very interested in looking closely at them. He said they usually go away in a year and I would be fine. OK, it's been over a year and they keep coming back. So I asked for a prescription for Aldara which he gave me. After a few weeks of using just a little bit as instructed with no reaction or results I increased the dose. After a week of upping the dose my penis head swelled to the size of a tennis ball, no joke. I was too embarrassed to seek help. After 4 or 5 days it was back to normal size but it took months to feel normal again and I am slightly bigger as a result (not a good thing - do not ever ever ever do this to get bigger never). Ever since then the skin where I applied Aldara is different and only very slowly getting better.  I can see, by using a 14x macro lens, that my skin has tiny red spots in the area of Aldara application and the dark spots have lots of red spots in the cells. I have shared more in this post then I could even get out in front of a doctor who seem to have made their judgment before hearing anything I have to say. Not only that but by the time I get an appointment I have already taken care of them. So I decided to post here in hope of an answer or at least some comments and suggestions that can help me in my journey to heal myself and get myself back out dating confidently again. I'm tired of being alone and I have no more interest in recreational sex after this ordeal. Thanks for your understanding.

Go see a dermatologist. Pictures are impossible to diagnose anything.
