Could this be HPV? Details and pics inside.

Hello,

So basically, when I was younger, I used to masturbate quite excessively... which sometimes I would make the skin a little raw in one area on the right side (lefty.) I know it was stupid, but I was young and naive and I have matured about 300% since then... not really the point.

Anyways, last year I accidentally sliced open my penis in that same exact area, not horribly but enough where it was drawing a decent amount of blood. I believe the wound was reopened a few times because of poor clothing choice, even though I was trying to take care of it. it had reached a point where I believe I have some sort of a lump of dead tissue or a scar, and surrounding it now the skin wrinkles up and makes it look like it could be warts.

I waited to have any sexual contact, and I have had the Gardasil shots in my earlier days. But basically, it looks pretty ugly when flacid; I can stretch everything out however flaccid or erect, except the small hard lump that looks like a callous EXACTLY where the penis was cut/masturbated too much etc.. I have no pain, no itching, and it doesn't seem to spread. It's just an ugly area, and you can feel the main "bump" when I am erect or flaccid, however everything else that looks like it could be surrounding warts can stretch out completely flat, to the point where you can only really notice by looking VERY closely that it seems like there is a stretch mark effect, best I can equate it to is mild elephant skin.

I have tried ACV, and tea tree oil for a long time on and off, and never really seen a change or seen it get worse.

The first pic makes it look like I have two hard bumps separated by a crease... only the top portion is a bump, the bottom is just skin that will stretch completely flat... it just looks like a wart when its crinkled up below the "scar tissue" or what I believe/hope is scar tissue pushing down the rest of the skin.

In second picture, the top thing that looks like a "bump" is just my foreskin... has been there forever/always been like that. Almost seems like I have a "hole" that goes from that top spot, to the bottom where the noticeable bump is... and it's always been like that as well, probably a result of circumcision.
