Doctors can diagnose most cases of HPV through visual inspection very easily. There is no reason not to beleive the three doctors you saw.
I don't know what is causing the irritation, but heat (tight fitting clothing), and perfume sensitivity (lotions) would be my guess. Maybe lay off the shaving, change laundry detergets, body soaps, etc...
As far as the mouth, canker sores, sore throat, and a sore tongue do not suggest HPV.I would recommend seeing a doctor about your sore throat, I doubt it is sexually realted.
Try to relax a bit. If you look for irritation or discomfort, you will find it, but it doesn't mean it is related to HPV.
I agree fully with alexdelong's comment but would like to add that inflamed taste buds, sore throat and sore tongue could suggest acid reflux.
