Is this anal wart?

4 month ago I had unprotected anal sex with my friend. and about a month I see there is bumps in my anus. Is this anal wart?

I still 21 years old.
Can I still get vaccine if I have tumor in my neck?

Looks like a genital wart. He should have it removed and biopsied. The odds of getting anal cancer from an anal wart are very very low. Something like 1-2%. He should be getting yearly screenings from a proctologist after it is removed. The odds of getting HPV from a one time exposure to someone who has an active wart is higher but what makes you think you wreren't already exposed to it? Condoms provide 50% protection.  80% of sexually active people have been exposed to this virus. Please stop this worrying. Educate yourself. For most people, this is a cosmetic disease that goes dormant for the rest of their lives. Boost your immune system. Stop smoking. Live a healthier lifestyle. Get the vaccine if you are 26 or under. Wear a condom next time too.
