I think your doctor is right. Oral warts are rare, and what you are describing really doesn't sound like warts. If they continue to be a problem perhaps a specialist can recommend treatment that will ease the pain and help cosmetically.
Out of curiosity, are you commenting based on research or are you a health specialist of some kind? Or by experience? I saw that you commented on other posts and you seem to have some knowledge of the topics. I'm very paranoid when it comes to trusting any information..even my doctors sometimes. I've been the health clinic at least 6 times in the last year or so because of the anxiety I get with just wondering about these things and every time (with the exception of one, my gf and I were diagnosed with chlamydia and had it cleared with medication) I go the doctors tell me that it's either a common skin irritation or razor burn or sweat bumps etc. Thing that kills me is I haven't had any sexual contact with a girl for the last month (not even kissing) and I still worry about these things.
Also I occasionally have an itch on my top lip as well but it doesn't seem prominent enough (just itches and I scratch and it goes away) so I think it might be just like an itch of your scalp and back..normal stuff. Would it be very bothersome if it was something to be worried about? I mean would it be more constant and not go away as easily?

I don't think there are any health professionals on this forum, but there is a doctor's STD forum headed by two specialists with a lot of experience. It is worth looking through that forum to see if similar posts have been addressed. The doctors are usually pretty straightforward with their responses. If you want to ask them a question, there is a fee, but it is worth noting that most questions have been asked before and you might find your answer in the archives.

I will obviously be visiting the doctor very soon just to clear my anxiety if nothing else but based on what I described would you say that it is unlikely I have oral warts?
I read some of the posts you talked about with the professionals and it seems oral warts are indeed very rare to contract.
Genitally it appears I am fine, and have been told so by the doctors at the free health clinic I have to been going to.
I have talked to one or two of my partners about all of this (not particularly warts but just being worried they may have given or gotten something) and both that I talked to have been tested in the last 2 months and are clean as am I as of my last visit.
