If one comes in to contact with hpv or hsv (with no visible marks on skin) and after 10 mins washes the entire exposed area with lotion 2 times. Is there any risk of contracting sti's.

My rationale is that in most cases of HPV, it is cleared within 24 months. So in the 23rd month that your partner has it, it may be too weak to infect you.
I have not seen any articles or proof of it. It just stands to reason.
Most people in their lifetimes get the high risk (invisible) HPV and clear it without knowing.
