what's going on with my genital region?

I get these bumps that occur on my genital region always in my pubic hairs. They occur here and there and sometimes they'll get like a cyst and become painful but I think it only happens when I irritate it due to walking and working out. I am a 19 year old African American and have been getting these since puberty, so I don't think there herpes but I really wanna know what it is. I looked some stuff up and I think it may be infected ingrown hair or acne, but I really need help please!
