Circular swelling after ejaculation

I am 28 years old, Male, Not married. 3 weeks before after masturbation I noticed soft, circular swelling (no pain) which starts from the top-center of my penile shaft and goes through the right side and is about 1 or 1.5 inches in lenght. Its like a semi circle in shape and it vanishes after some time.

It doesn't appear at when penis is flaccid and not squeezed.
However, When flaccid but rigid, I can feel it but size is much reduced.

I also went to urologist. He did the examination of penis and said there is no problem but at that time the swelling was not at all visible.

Any idea what this is? I am in deep psychological trauma. Any help is appreciated.
