Red bump/ dry skin on penile shaft

I've had a single red bump, with other small white spots on my penis. These are all more towards the head of my penis as well. None of these hurt, unless irritated. I really picked at the big one and opened it(I know I'm dumb) but it didn't really hurt anyways. It leaked some clear fluid and some blood after I squeezed it, I also showered shortly after, with no pain. I can rub it with an open cut from picking at it, and it still doesn't hurt. This bump and small what spots I believe have been there anywhere from a month to 3 months. Just wondering what it could be. I just got tested for herpes, syhpilis, chlamydia and Gonorehhea. The red bump is relatively small, and the white bumps are extremely small. I also have a very small patch of dryer skin, not sure if that means anything. In my opinion, since they don't hurt, and I haven't had any symptoms of anything serious, I am really ruling out the serious STD's but I would like an expert for help. I've also had unprotected sex with my girlfriend for the past 7 months and she had 1 sex partner before me and they were both eachothers first. She has no symptoms of anything ever. I don't know what to think.
I also had a dermatologist tell me I have eczema on my penis. Should I get cortisone 10?

Also, I've just started to use lubricant for the first time, when the bumps initially started to show up. I read that lubricants can cause a reaction and create eczema? Is this true?
