normal 12 year old?

My 12 year old is having some health problems, and seems to not be developing properly. He is of normal height, his penis and testicles do not seem to be developing. How do I know what is normal for a 12 year old? His testosterone is VERY low, about 27.6 out of a range of 241.0-827.0
Can anyone help?

My son has been on low cal diets,exercised, walked 5 miles a day, and nothing happened with his weight. We just recently tried low carbs/good carbs, and he is finally losing. He also has fatty liver disease, and high glucose levels. He just seems to have to fight his weight way more than the rest of us. The rest of our family is pretty thin. I just wondered if anyone knew if the testosterone levels could be taken care of with medication, or if there is an underlying condition,maybe, that i haven't thought to check into, that could cause the testosterone to be so low. Thanks.

Many overweight childre(boys)Look smaller in the genital area bc of big tummy or legs.At 12 there is no erection.I would suggest putting a limit to his diet.Ask dr.Maybe its not a prob.?I think he'll grow into it.

No complete physical done. Just talked to endo, and he ordered all this bloodwork and urine, and an ultrasound for his liver.
The reason I started all of this, is because he was so overweight, the rest of us aren't, and all this auto-immune stuff runs in our family. My other son has juvenile arthritis.
I just worry that he isn't developing correctly, and want to get a handle on it before he gets any older. Thanks for answering me.
