Im not sure where to start bcuz so much has gone on the past 2 weeks.  On Dec 21st I found out i was pregnant, Hcg level was at 64, they said that was pretty low but also that it could be too early.  went back for more labs and they had went up to 403, more days passed and had my hcg drawn again it only went up by 38 points.  They did an ultrasound and seen nothing.  New yrs eve I started bleeding pretty heavy about menstral amount, went back to Drs on Tues the 2nd after the Dr on-call told me i had a miscarriage, they drew more blood and it went up again to high 600s but still not doubling. they want to do a D& tomorrow and im not sure if i should wait or just go thru with it,

I think you should wait, bleeding doesnt always mean ur miscarrying, i know women who bleed two months in a row and still be pregnant, wait for a full 54 days, thats a cycle and a half. If still no higher hcgs, then decide.

I think you should do what feels best to you.  If you have any doubts then just put it off.  Sorry you are going thru this right now.

its totally up to you, I personally would wait another 2 wks if you can and then see whats going on, you may start to bleed again, and miscarry naturally, I am always very hesitant to say go the d&c route until levels have stopped rising or are starting to drop, if you decide to wait the two weeks I would also expect them to confirm things like a miscarriage etc by more bloods and a follow-up u/s
