Hi Tracy,
Titrating baclofen is good so you can get use to it because it can make you sleep and cause some weakness (it did me) Also, starting low is good by chance you are able to get relief from smaller doses. MSers don't need any compounding issues where weakness and tired is concerned.
It was my experience that it took a little time to work. Did you just start the 5 mgs 3x's per day? If so, I say give it a few days and see what you experience.
My neuro told me it's not a med to take intermittenly. i.e., titrate up when starting, and then titrate down to stop.
Hope this helps.

I started on 10mg 4 times daily and then switched to 20mg 3xs daily. There really wasn't a titration involved for me, but going off it takes some slow tapering down.
I don't think it takes very long to get into your system and make a difference, but I'm just guessing at that and maybe someone else has a more accurate answer. I know it only lasts in the system for 4-6 hours and that's why most people take several doses a day.
