I mis-spoke about my friend with the hand controls. She had googled "hand controls then her town and state" and came up with a place that knows how to install them. She did not go to the dealer garage.
She then called a driving school and asked about lessons for someone to learn how to drive with hand controls. She took lessons on driving and parking, including parallel parking. Then she practiced alot on her own and then took the state test.
I called her and asked so I am sure to tell you the right info.

Hi LA. I have a friend who is in a wheelchair with MS, and uses hand controls on her car. I believe she went to the car dealer service center to have them installed. I would call them first. They know your van best.
She then had to take a driver test with an examiner in the car with her, seeing how she parks and drives. It has been a year, and she mainly just drives on non-busy local roads. She lives in a small town.
