I do not know what it means. If this is your child you must be nervous about it. There are many Neurological disorders and many MS mimics so it may not be MS. It is not common for children to get MS but it does happen. I got MS at two years old. Unfortunately back then they did not know children could get MS. Because they could not figure it and they knew my brain was involved I was put under Psychiatric.
Now days they had Pediatric Centers of Excellence in different areas of the country.
The good news for me is I had a pretty normal life even before all the medications to slow progression. My only drawback was being put in the slow class at school because of my double vision and not being able to read and the Psychiatric label.
48 years later I live a happy and full life. I ride horses, train dogs, am an artist, a painter, garden, swim, do yoga, and hike and camp.
It is a good time to have MS because there are so many treatments available.
No test rules MS in or out. You can look at the "Health Pages" over to the right of your screen. There is a wealth of knowledge. Sometimes it takes awhile for a diagnosis. Some people on the forum are diagnosed with MS and some are diagnosed with something else.
Ask any questions you want. I am not familiar with the terminology of your report. Someone might know.

Something lit up in the mri, that all I can tell- but I'm not a radiologist. What were the radiologist's impressions? I don't know what perivascular space is.
Usually the person reading the mri will say what he/she thinks it is, and why. Then it's up to the neurologist to read the mri, and make the final decision on what he sees/
