Conflicting MRI diagnosis - don't know what to do!

I'm originally from Israel but move to San Francisco a few months ago.

I've have a chronic pain on my right side from my neck to my shoulder blade and traps and spent years try to find what my problem was. I have had 2 MRI and both of them indicated a really minor disc bulge at c5-c6 that shouldn't cause any pain. I went to SF Kaiser Parmamente and they suggested I do MRI and these are their diagnosis: "Mild multilevel degenerative changes of the cervical spine without significant spinal canal stenosis." and suggested I take epidural steroids injection, which I took and it didn't help to reduce my pain. now I went back to Israel for a few weeks, made another MRI and again they said I only have a disc bulge at C5-C6.. seriously? I don't understand.. I tried literally anything, went to every doctor possible in Israel and there is no diagnosis and in KP in SF they claim otherwise. What should be my next move? please help my I'm really clueless and the pain is really unbearable.

**HISTORY **:
30 year old man with right upper extremity radicular pain

TECHNIQUE:
Multiplanar multisequence MR images were obtained through the
cervical spine without administration of IV contrast.

COMPARISON:None available at time of interpretation.

**FINDINGS **:
Limited evaluation of the posterior fossa/skull base:No
cerebellar tonsillar ectopia.

Craniocervical junction:Grossly intact.

Spinal cord:Cervical spinal cord has grossly normal signal
intensity,course and volume.

Alignment:Normal.

Osseous structures:Marrow signal is within normal limits.
Vertebral body heights are maintained.

Ligaments:No abnormal edema.

Paravertebral soft tissues:Unremarkable.

Scout:Noncontributory.

Interrogation of the cervical spinal canal,level by level:

C2-C3:No significant spinal canal or foraminal stenosis.

C3-C4:No significant spinal canal stenosis.No significant right
and no significant left foraminal narrowing.

C4-C5:No significant spinal canal stenosis.No significant right
and no significant left foraminal narrowing.

C5-C6:No significant spinal canal stenosis.Moderate right and no
significant left foraminal narrowing secondary to facet and
uncovertebral hypertrophy.

C6-C7:No significant spinal canal stenosis.No significant right
and no significant left foraminal narrowing.

C7-T1:No significant spinal canal or foraminal stenosis.

**IMPRESSION **:
Mild multilevel degenerative changes of the cervical spine without
significant spinal canal stenosis.
