What could be the cause of numbness to the outside of my ankle?

The right outside of my ankle has no feeling to touch. It has a funny scratchy like feeling on the inside. Whenever I extend my foot I can feel something pulling.

Well, the obvious thought on this would be a pinched nerve.  We have all sorts of little bones, tendons and nerves in that area and something pinching a nerve could cause what you are describing.  Those nerves can also become inured.  You should see a doctor to find out what is going on so this doesn't get worse.  good luck
